How to Plan a Deck Rebuild: Budget, Permits, Materials, and Contractors (What I’m Learning Doing It in NJ)

[A real, in-progress deck rebuild in New Jersey — actual permit problems, contractor bidding, and what a demo revealed before a single new board goes down.]

I’m in the middle of rebuilding a deck on a house built in 1956, and I’m writing this while it’s still happening, not after the fact with the rough edges smoothed out. The old wood deck is coming down, the new one is going up in composite decking at 10 × 18 ft, with stairs and a pergola covering the full deck. As of right now, permit approval is in hand for both the deck and the pergola, contractor bids are in hand, and I’m waiting on scheduling — busy season means good contractors are booked out.

If you’re standing where I was six months ago — staring at an aging deck, guessing at what it’ll cost, not sure what a permit process actually involves — this is the guide I wish I’d had. I’ll update it as the project moves forward.

What “rebuilding a deck” actually involves

Before you get bids or pick materials, it helps to nail down what you’re actually rebuilding, because that decision drives almost everything downstream — cost, permit requirements, and how complicated the contractor conversation gets.

The big variables:

  • Size — square footage is the first number every contractor and every cost calculator wants. Mine is 10 × 18 ft, or 180 sq ft.
  • Height above grade — this matters more than people expect. Decks over a certain height often trigger stricter guardrail requirements and sometimes different permit scrutiny than a low deck a foot off the ground — worth confirming your exact height and your municipality’s threshold before you finalize a design.
  • Stairs — add cost, add a structural element inspectors look at closely, and add another surface that needs to meet code for rise/run and handrails.
  • Roof or shade structure — we ended up choosing a pergola over the full deck rather than a solid shed roof. It’s a different animal permit-wise and structurally than a full roof: less load, different attachment method to the house (or freestanding, depending on design), and in some towns it’s reviewed differently than an enclosed roof structure would be. Worth confirming with your local building department early, since “pergola” and “roof” aren’t always treated the same on a permit application.

Get these decided — even roughly — before you start calling contractors. Vague requests get vague, hard-to-compare bids.

Budgeting realistically

Composite decking generally runs somewhere between $30 and $60 per square foot installed, depending on the brand tier, framing, and your region — and that’s before railings, stairs, lighting, or any drainage work gets added in. Wood decking is cheaper upfront but comes with a very different lifetime cost picture once you factor in staining and repairs every few years.

For my project specifically, the total lands around $19,800, which breaks down as:

  • Demolition of the old deck: $1,700
  • Deck, stairs, and railings (materials and labor combined): $11,900
  • Pergola materials (sourced through Amazon rather than through the contractor): $2,300
  • Pergola installation: $3,900

One cost-saving move worth flagging: rather than having the contractor supply the pergola as part of their bid, I sourced the pergola kit separately through Amazon and just paid the contractor for installation. That split saved money compared to letting it ride inside the contractor’s markup — worth asking your own contractor whether they’re open to installing owner-supplied structures before you assume everything has to come through their supply chain.

A few things that quietly push cost up, based on what I’ve seen in my own bidding process:

  • Drainage or grading fixes discovered during demo (more on this below) — this is the line item most homeowners don’t budget for because you don’t know about it until the old deck is already off.
  • Electrical work — in New Jersey, any deck lighting or outlets require a licensed electrician; this isn’t optional and isn’t something a general contractor can just handle themselves.
  • Railing systems and stairs — these add up faster than the flat decking surface itself.
  • A full-coverage pergola — because ours spans the entire 10×18 deck rather than a smaller accent structure over part of it, it’s a bigger line item than a lot of “add a pergola” cost guides account for. Size matters more than people expect when pricing shade structures.

The permit process — and what can go wrong

This is the part of the project that actually derailed my timeline, and it’s worth walking through in detail because it’s the piece most guides skip.

Permit requirements for deck rebuilds vary by municipality — this is genuinely true and worth repeating, because what applies in my town in NJ won’t be identical to yours even one town over. But the general shape of the process in New Jersey looks like this: a contractor (or you, if self-filing) submits a site sketch showing the deck’s dimensions and, critically, its distance from property lines — the setback.

Here’s where it went wrong for me: my contractor’s initial sketch had an error in the setback measurement. The permit was denied on that basis. It wasn’t a huge structural problem — it was a measurement mistake on paper — but it still meant a resubmission, a delay, and a lesson I’d pass on to anyone starting this process: review the setback numbers on your permit sketch yourself, against your own property survey, before it gets filed. Don’t assume the contractor’s sketch is correct just because they’re the professional. Mistakes happen, and you’re the one who eats the delay.

A few other things I’d flag for anyone in the permit process right now:

  • Get your property survey out before bidding even starts. It’s the single fastest way to catch a setback problem before it becomes a denial.
  • Ask your contractor directly who’s filing the permit — them or you — and get clear on who’s responsible for fixing errors if the sketch comes back rejected.
  • Budget time, not just money, for this step. A denial-and-resubmit cycle can add weeks you didn’t plan for, especially if it happens right as your contractor’s schedule fills up for the season.

Update: permit approval came through for both the deck and the pergola. The resubmission with corrected setback measurements went through without a second denial.

Getting and evaluating contractor bids

By the time I was ready to solicit bids, I’d put together a written scope sheet — not just “rebuild the deck” but specific line items: demo and haul-away, framing, decking material and brand, railing type, stairs, any electrical, and the pergola. Handing contractors an identical scope sheet, rather than describing the project verbally to each one, made the bids I got back dramatically easier to compare apples-to-apples. Without it, every contractor scopes the job slightly differently and you end up comparing numbers that aren’t actually measuring the same work.

A few questions worth asking every contractor before you sign anything:

  • Who is pulling the permit, and have they seen a copy of my property survey?
  • Is the quoted price based on a specific decking brand and line, or a generic allowance I could get upsold past later?
  • Are stairs, railings, and any electrical work itemized separately or bundled into one number?
  • What’s their estimated start date, realistically — not the optimistic answer, the honest one? (This is the question that’s mattered most for me lately — bids are in, and now it’s a matter of contractor availability during a busy season.)

What demo can reveal before you close things back up

One thing worth flagging before your project even gets to the demo stage: tearing off the old deck is your one real window to see what’s been hidden against your foundation for years. In my case, that’s where a drainage issue near the foundation came to light — the kind of problem that’s invisible with the old deck in place and easy to miss if demo and rebuild happen in a rush.

If your contractor is planning to demo and rebuild in the same tight window, it’s worth explicitly asking them to flag anything unusual they see at the foundation line before framing goes back in — soft soil, staining, standing water, anything that suggests water isn’t draining the way it should. It’s a much smaller fix to address at that stage than after the new deck is sealed up over it.

Choosing materials

I won’t relitigate the Trex-vs-TimberTech debate here — it’s been written about extensively elsewhere, and the honest answer is that both are solid, well-warrantied products with real tradeoffs (Trex tends to win on value and scratch resistance, TimberTech’s AZEK line tends to win on heat and moisture performance). What I’d add instead: think about your specific deck’s exposure — how much direct sun it gets, whether it’s near a pool or high-moisture area, whether pets or heavy furniture are a daily factor — and let that drive the tier and color choice rather than the brand name alone. Darker colors run hotter regardless of brand; if your deck faces full afternoon sun, that’s a bigger factor than which manufacturer’s logo is on the board.
